Developer lowers number of apartments in proposed Artisan Lofts at 12th and Jackson

UPDATE: Here’s one important thing to note: the project does not yet have financing lined up. Another source who attended the meeting contacted us today to say that the lawyer on the project said several times, “if we get financing.” On another occasion, he said, “Banks are tight. You’ve all heard the stories.”

Also of note, the Lower Moyamensing Civic Association’s zoning chair has posted on the group’s Facebook page that it intends to support the project.


POSTED EARLIER: The developer for a new apartment complex called Artisan Lofts at 12th and Jackson, which would replace a dilapidated former brush factory, went before the Lower Moyamensing Civic Association last night to answer questions regarding the revised proposal.

Tony Rufo, of Rufo Properties, said his team had lowered the number of apartments from 164 to 151. That’s down a total of 21 units from the original 172 we heard back in December.

The apartments will be 1- and 2-bedroom units, costing between $800 to $1,800 a month. The size of each ranges from 500 to 1,000 square feet.

Meeting planned for proposal to convert 12th and Jackson building into 164 apartments

The developer behind the proposal to turn a former brush factory at 12th and Jackson into apartments is going before the Lower Moyamensing Civic Association in a few weeks to answer questions about his intentions.

Tony Rufo plans to convert the former factory, which has been vacant since it closed in 2005, into Artisan Lofts, 164 market-rate apartments. The meeting is Wednesday, Aug. 13 at 6:30 p.m. in the gymnasium of the South Philadelphia Performing Arts Charter School at Broad and Ritner streets.

The LoMo Civic said on its website that questions can be sent to lomophilly@gmail.com so that those who can’t attend can still get some answers.

Here’s updated renderings of the plans for Artisan Lofts, the old brush factory at 12th and Jackson

The proposal to redevelop the former brush factory at 12th and Jackson streets would include 164 rental apartments, 62 parking spaces and – certainly a first for South Philly – a 24-hour doorman.

Developer Tony Rufo presented the plans this week to the Lower Moyamensing Civic Association’s zoning committee. He plans to build two additions in the center of the property, meaning that five buildings will form the complex. Apartments would be about 480 square feet to 900 or 1,000 square feet.

Plans coming for 172 units in huge former factory at 12th and Jackson

UPDATE: New renderings and updated information about this project, called the Artisan Lofts, are here.


It’s apparently a big week for huge apartment conversions. Just yesterday, we told you about a presentation for the old Mt. Sinai hospital at 4th and Reed. Now comes word that the former paint brush factory at 12th and Jackson could also be headed for redevelopment.

The Lower Moyamensing Civic Association is hearing a presentation Dec. 18 for preliminary plans to convert the factory into 172 market-rate apartments.
